Debbie Casey is a founder and managing Partner of Cambridge Law Partners, PLLC, where she advises pharmaceutical, biotechnology, medical device, diagnostics, and healthcare companies. With more than 30 years of legal, compliance, and operational experience, including nearly two decades in executive legal and business leadership roles at Fresenius Medical Care North America, Debbie partners with emerging and established life sciences companies to structure complex transactions, navigate healthcare regulatory requirements, and accelerate business growth.
Her practice focuses on supporting companies from early development through commercialization by negotiating and advising on strategic clinical, commercial, manufacturing, distribution, and collaboration agreements, including clinical trial agreements, CRO agreements, supply and manufacturing agreements, MTAs, NDAs, distribution agreements, reimbursement agreements, and other strategic collaborations, enabling innovation while protecting business interests.
Debbie is particularly recognized for her ability to efficiently integrate commercial objectives with healthcare regulatory requirements. She counsels clients on compliance with the Federal Anti-Kickback Statute, Stark Law, and other healthcare fraud and abuse laws, helping organizations develop practical, scalable compliance programs that support growth without creating unnecessary operational burden. She also structures and negotiates arrangements between industry and healthcare providers, including physician consulting agreements, key opinion leader engagements, advisory board agreements, investigator agreements, strategic alliances, physician practice affiliations, and joint ventures.
Before co-founding Cambridge Law Partners, Debbie was a Partner at Outside GC, LLC, where she served as fractional general counsel and strategic legal advisor to life sciences and healthcare organizations, including Lykos Therapeutics (formerly MAPS Public Benefit Corporation), Keryx Biopharmaceuticals, Oxford Immunotec, Harvard Biosciences, Medical Specialties Distributors, and a wide range of physician practices, hospitals, health systems, and healthcare entrepreneurs.
Earlier in her career, Debbie held senior legal and business leadership positions at Fresenius Medical Care North America, serving as Associate General Counsel and Vice President of Business Development. Her in-house executive experience allows her to provide clients with a practical understanding of the business realities facing legal departments and executive teams, enabling her to deliver commercially focused legal solutions that align with strategic objectives, operational priorities, and resource constraints.
